If you had $40B in cash and truly near zero debt, then why would you have to lay off 13% of your company? 11,000 salaried human beings is not a pittance.

Zuckerberg admitted his fault for this, but all he really cares about is the reduction in advertising and the decrease income, and I think that all these people will not be relieved by this recognition.
