I don't know who is in the Chelsea scout network.  They're taking a big risk, a club like this shouldn't take such risks.  They should turn to more secure options.  I haven't heard of Andrey Santos before, and he seems to have had trouble playing even for his own team.  I don't think he will be able to play in the first squad for Chelsea.  They will probably rent it out after a while.

The scouting team of a club like Chelsea must contain people who are good at their jobs. If they decided and planned to buy such a young an unknown player, it will be because they have seen his potentials for the future of the club and not just because they have the money to spend. The club is in a transitioning state from what I see, change in owner, change in coach, you should expect a change in players before the club can become very balanced again. Even with the huge amount that Chelsea have spent on transfers already, they are still linked and ready to sign more players, that shows that they are not yet satisfied with what they have.

Not only talent scouts must be filled by people who have high capability, but all positions in Chelsea's management must be filled by people who have the capacity in them. Well he is a young player with 37 caps and 8 goals but he is not really the type midfielder that would go in to score but he build up attack for his team therefore its kinda understandable that he only scored 8 goals for Vasco Da Gama so far. Either this player is going to make it in Chelsea or probably going on a loan spell to other clubs so its not really a bad investment though
