I think the deal has been done with few days ago. Maybe Real Socieded were still in the market trying to get a replacement for him. As they got a personal agreement with Carlos Soler, and the financial agreement with his club, Merino's deal fell through.

Merino will be a good signing for the Gunners. He’s experienced and very technical. I don’t have an issue with his adaptability, because Merino has played for Newcastle United under Rafael Benitez so he won’t need any time to adapt to English football. He made over 20 appearances for them.

I believe Arteta just want to have a solid bench and also can rotate players because of too many competitions and also they need to win at least two silverware. That's what I feel. Arteta will be opening to display more tactics as their squad begins to shape up more.

I think some people just twist his words from an interview as usual[1]. He's basically repeating the same thing when he announced his departure from Liverpool, in fact he complain that some people missed his word where he said he won't coach again for a year or so because the next day he got calls for a job.
