I think this is no bad signing, at this time Chelsea really need a striker with a goal scoring capacity. I am suspecting that there loss to Manchester City yesterday must have fast tracked this deal. But the question now is that, does this cancels Chelsea's further interest on Victor Osimhen of Napoli whose future has been that of contention between Chelsea and PSG.

Joao Felix isn't a terrible player and he could do well enough for them, they have seen what he can do and they decided to get him. He was at Barcelona last season and he did alright during the time he played, which means that Chelsea knows what they are getting with him.

Plus, paying just 40 million euro for him isn't really a lot, Chelsea is a rich club and 40 million is nothing to them, so this is going to be great. And if they worry about financial fair play, they did a six year contract, which means it's like 6.5 million a year or so hit on the cap, and they should not be really worrying about that part too much.

Joao Felix isn't really a terrible buy per say but what I understand about people's dismay about his transfer fee to Chelsea is due to his poor performance while he was  on loan in Chelsea before later going to play for Barcelona. Even in the just concluded Euros there was no much of an improvement either. However, coming back to Chelsea he now has the opportunity to work on his lapses improve his standard and be more creative than the last time he was there.

Finally, the king returns to rule. I can't wait to see him play in Manchester City again. The contract is only one season long. But, there is an option to extend it for another year. It means Gundogan will be more than a year playing for Manchester City. He was joining Barcelona for free, then leaving from there for free. I completely agree with @Dump3er. I don’t understand under which criteria do they sign and sell their players? After their new owner took over, everything has been wrong. They are selling Connor Gallagher one of the best performers of the last season. He was one of the best performers last season with Cole Palmer. What’s more, is that they give them ridiculous contracts. Many of them have 7-8 year long contracts.

And many of the players that they have signed have failed miserably. Lukaku, Mudryk, Caicedo, and even Enzo Fernandez none of them have performed like people had hoped. Almost all the new signings have flopped. And now they are selling one of their best performers from the last season. I don’t know how they make these decisions. First they said something like the Red Devils has given up on the signing. But it has made me happy to hear that they are back in it.    Ugarte is a wonderful choice for DM position. This is going to be like the last piece of the puzzle in the defense line for them. de Ligt, Mazraoui and now Ugarte... Erik ten Hag is building a solid defense but I hope it helps them ASAP to fix the weaknesses.

Gundogan is a very good man for doing such a brave and selfless act.  
First he gave up his wages at City to move to Barcelona and now he is giving up his wages at Barcelona for 2 years (about 38 mln euros) to play for City!
Amazing man, you don't see many like him nowadays. Not only that he could have been contracted to get money at Barca without even playing or move to the Saudi league for money, but he decided to return for free to the EPL to play at the highest level for at least another year.
As a midfielder he was one of the best in Barcelona, he had few injuries, he could support the attack and if necessary he could play as a support player. Extremely useful and versatile player who plays well in many positions on the pitch.
