can the moderator give merited as an appreciation for the post he likes ?

Moderators aren't censored or restricted for any actions in the forum outside of their moderator duties. Therefore, they can merit any post that they wish. Moderators or any staff user for that matter can also be a merit source. Although, AND I can't be clear enough in this; DO NOT use the report function to report posts to be merited, that is not what it is for.

A scam alert belongs to the scam accusation board, but if it's not in English then it should belong to your localboard. Do you mind telling me where you tried to post but couldn't?

Your best bet is to translate everything ^[English], prior to creating a thread in the "Scam Accusations" board.

And I don't want to create an ICO announce!

It's not just about "translated ICO announcements". Pay attention to the following highlighted parts:

• It is prohibited to create translated ICO threads for Local Languages that don't have their own sub boards. Due to abuse, it is also prohibited for users to create threads outside of their Local Thread. This sub forum is for those languages that don't have a local board to have their own thread to discuss bitcoin in; it is not a place for account farmers and spammers to easily abuse campaigns. It is a perfect answer. He simply told you that we don't know what's the requirements for convincing the Admin to add another local board. The only thing sure is that it has to be active. If you never get your board created, you should write your accusation in the scam accusation board. (link above)

You can create a Persian thread in Other languages/locations if you haven't already.
