nope, the bankroll is privately funded and Stake doesn't accept investments
I would be more than happy to invest in the bankroll if they offered such an opportunity
I think stake should think about accepting investments because they are trusted site and myself will invest in it too if they ever start this service. This will attract other customers to their site also and not just the gambling lovers.
Just like introducing sports betting make them superior to other gambling sites, the introduction of investments will further make them one step ahead of others.

it is more flexible and allows to spend a lot of funds on the players retention , the way Stake does at the moment
basically , they are reinvesting in their player base and it seems to work for them
for this to work , they have to "survive" the unlucky or draught periods when the punters are lucky and denting the bankroll
but in the long run it is way better than a public investment scheme where you only get up to 40% of the profit
the rest , usually 65-70% is split among the investors and the only huge benefit of a public bankroll is the increased max bet
usually , not always , the sites do it to
a. have a higher max bet / max win
b. lower the risks of a lucky whale bankrupting the site
while Stake both has a very high max bet/win limit and have a solid bankroll so they are not afraid of a player(s) getting lucky ( well they do
, but not as much as a site with more shallow pockets )
if you check the investment sites , they never have anywhere near the benefits Stake offers
to simplify: affiliate, VIP program , cashback , rakeback and giveaways are the site's expenditures to keep the player base and increase retention and lower the churn rate
public bankrolls simply cannot afford to pay for all of this from the 25-40% of the income they are getting
