How does the certification of experts actually work? If they claim that the ICO evaluation happens in a decentralized way but at the same time there is a centralized certification process involved, then it is not 100% decentralized.

What centralized certification process are you talking about? 

Certified experts are supposed to evaluate ICOs. Who provides the certification? Who decides who is an expert and who is not? That's my question.

The statistics of their expertise shows the value of the expert. If you want, you can become an expert. If your assessment of the projects is correct, then you will be certified as an accurate expert.
