They have the same founders. Most probably the team that works on Smarvalley, also work on ICOlab project. But these projects are different. As I understand both projects will exist in the future.

* icolab - this is a large moscow ico incubator for new ICOs
* smartvalley - own project of icolab, this is new ICO platform like KickICO, in which they invest by money and team
* icolab fund - crypto invest fund which icolab starts
