Of course he can not guarantee success, as he writes, but he is a pleasant person and probably has an assumption about the success of this project. I will closely monitor the project.

This project is aiming to centralized marketing and bounty campaign. Does that mean SETHER will give more opportunities to individual social media promoter or will it be the opposite?

That's true that being active really helps a lot because it will build a trust to their clients or investors. It will be a plus factor for having a active staff on this project. You can ask anything on telegram, the devs are absolutely overwhelmed, just hired a new bounty manager to handle it and more is coming.
