Yes it is, no development progress and MLC has already delisted from its the only one exchange site who has been trading the flogmall coin called btc-alpha. I can confirm if this is a scam project that has gone with the money.
I didn't like the concept and it's actually a difficult concept that's only a few projects that can achieve it.

This coin is dead and none exchange site wanna try to accept this coin again.

Just ignore it. A small price tag means nothing as the last exchange site who has listed MCL already dead and shutdown its operation. it's called BTC-alpha. This scam token will never come to life again. The scammers have been running away with a lot of ethereum on their pockets. MLC just another garbage coin with no use case.
The scammers who have been issuing this token has intention only to make this token to be a trap for the investors.
