Despite what you understand under legality. Many companies are introducing ICO under child projects. In such a model, they will of course be legal.

You will have to study many different projects in order to find a good ICO. There is a lot of useful information on this forum. You need to make efforts not to be mistaken. Don't believe others' people opinions and use your own head.

Theres no way telling if that ICO is legit or not, just be careful when you want to invest, investigate first the team, the whitepaper. These days most icos were scam and both investors and bounty hunters are suffering from it.

Of course ICO are still legit, even in the US where ICO was strict by the US SEC last year due to a lot of ICO and airdrop scam that happened simultaneously. I will advice to go for ICO which have genuine team, US base ICO and you can try YOC either cause they have some good cooking.

Thru researching but it doesnt mean that these good looking ICOs wont turn into scam because theres a lot of instances that the ICO itself looks very legit but the people behind it are using fake profiles that is why they can easily scam people without getting tracked,either way you cannot prevent that from happening experts too are being scammed so there are no assurance.

You can find a promising ICO by searching the team behind the project and if the project has such valuable product to meet some different purpose like what CellBlocks is doing, then its definitely will be a real potential ICO. The main concept of CellBlocks ICO is to implement transaction for inmates in prisons which is very unique in crypto space and has some real life value for the prisoners. Read the whitepaper, check the roadmap and team behind the project ..check if the project is doable in the time frame stated in the roadmap..

just SECwill to be looking for illegal schemes in BAD (scam projects) ICOs

Oh yes, ICO is still legit man, Most of the ICO's are legit, but some of those ICO's fail to reach everything, about the team, about their platform, about the project, or sometimes they paused the campaign because their having some issues. More ICO now gets failed because many tokens now are arriving in exchange but i hope that the marketplace will support all the altcoins.

Yes there is still ICO's that are legit and still paying there workers. Most of the ICO's are still legit. But you need to be more careful in choosing your campaigns and ICO's. For me in choosing bounties and programs I choose who has high trust bounty managers. Because I think they choose that program because it's legit but it's up to you.

You can easily detect that the ico is scam is by looking, reading and referring to their whitepaper, you consult their whitepaper and the company in it. You just have to be sure that their company is legit , the team members most especially the team leaders, because they are the ones who will hold your bounty and last but definitely not the least is who will be the bounty manager. That is the key points that you need to pay attention to.

ICOs are still legit but there are some ICOs that are not genuine or fake. These are the ICOs that are not paying or scam. Many of these are arising so be wise and be alert when it comes in choosing ICOs.
