It's the same as the bitcoin fork in March:

Basically the chain has split in two chains , and each continues independently from the point of the fork.
It's like all the balances are transferred into two chains doge a and doge b which work independently.

Panic selling , or even worse rushing your coins wight now to an exchanger would be probably one hell of a stupid move.
Besides , if the fork has been confirmed I would have expected exchangers to halt both deposit/withdrawals and trading.
