Make sure your frozen.conf is in the %AppData%/Roaming/Frozen that the wallet creates and is called frozen.conf not frozencoin.conf or frozen.conf.txt (make sure you can see file extensions in folder options). You will need to restart frozen and let it sit for a second or two before it connects after adding the .conf file.

Alternatively:
Try adding the nodes manually through the debug console.
