I have the same questions and someone told me that it is already out available only to those who have invested early. I might be wrong but let us see what the admins of the site will tell us. I would be happy if they open it to the general public as it could also be a test for its scalability. The ICO last from 27 september to 25 October. The exchange launch on November. There is no softcap for the exchange will launch no matter what.
