What do I as a Core wallet user need to do because of the hard fork? 

Just upgrade your core wallet to version 4.0.0
Backup your wallet.dat before making this upgrade. (just in case  )

Yes, on the home page scroll down (bar on the right) and delete the transaction proposal. The funds will then be unlocked.

Please note this process works very similar to how it is done for Bitcoin. We have yet to write up for a good guide to do this, but in the mean time please follow the steps laid out here: https://en.bitcoin.it/w/index.php?title=Help:How_to_import_private_keys_in_Bitcoin_Core_0.7%2B&redirect=no
