Pretend you just opened exchange. How do you get people to trust your website and exchange altcoins there? You be a resource for brand new coins. You need to build trust with users who are using Cryptsy and Coinedup but you also offer coins they don't to attract users.

This policy most likely won't be forever, but there really isn't any creme of the crop exchange out there that just blows things out of the water. So until then there will be competition and part of that competition involves taking on new coins to attract new users.
