If you look at the past recent events, it all plays to the users being softened.

Mining cut due to electricity. No Mining, No Compensation then reduced rewards even well after new contract was meant to start. All people were compassionate to it, that was problem no#1.

Now we have the hack and so much BTC stolen that rewards have to be decreased for a while.

All users were being softened with all risk being put on users and rewards being lowered consecutively. Everyone was happy as long he made the impression he was fixing it.
