Now we see how almost all ICO projects (especially from 2017) not perform their roadmap. They just collect a lot of money abandoned the project. So, investors become smarter and don't invest in every ICO, choosing only best one (for example NEON Exchange).

we need investor to make ICO back o good again, but we can't blame investor if ICO is fail.

sometimes good projects and good planning are not necessarily successful because the allocation of funds is difficult and the owners don't need to be successful. business and ico makers who funds and provides according to work

The project received an investment in the form of a soft cover, but the bears froze its ambitions and now it remains to wait for the appearance of bulls and the possibility that everything will continue. At least it is not a scam and there remains hope for the future.

Most likely, investors were disappointed in ICO companies because of the large number of scams in this market.Naturally no one wants to give money to scammers. Hence the decline and investors are waiting for a suitable position for investment.

Project can be very good or very bad. In bear market investors start to hate ico's because of loses.
So because of that they dont want to invest any of icos even if that ico is really promising and amazing.
Because you know for example if a ico collect 15 m dollar. and if that ico dont have good lock up program it means after exchange listings they need to find at least 5 6 m dollar to do 2x after ico.
More money needed to do more x's . So in bear market surely these icos can not find that kind of investors after listing exchanges and all icos are rekt during bear market.
Investors are still here but they are afraiding of loosing money with icos.

I think people are hesitant about investing in an ico project lately, because there are too many ico projects that fall when entering the exchange, and the number of projects that fail in sales will make investors lose time even if the capital is returned

ICO hysteria was caused by the idiotic investors that had too much of ETH (that was easy-mined on GPUs) and were making literally no investments, but pumping and dumping all ICOs that were somewhat popular. They were throwing tons of ether, waiting till the ICO was claimed to be a success, then, when the token price was x3-x5 in the first 2-3 months, they dumped all of that useless crap, so they had their funds multiplied.
