Basically, if I understand this right, they are creating a NEW coin in the future, called ePawncoin.  You CANNOT mine for ePawn, you MUST send actual Pawncoin that you own to the devs in order to get it.  It will most likely be traded at a 2:1 rate, that is, if you want 2 ePawncoin, you will pay 4 pawncoin.  If you want 10, you must pay 20, etc.  The devs will then list the pawncoin you sold them on the exchange at the fixed rate.  The money they get from selling the pawncoin at the fixed rate will go RIGHT BACK INTO the Pawncoin economy by putting more buy orders in.  Since you actually have to send Pawn at a rate of 2:1 to get ePawncoin, this will drive up the prices of both most likely.  

And, long term, these ePawncoins will be used to transfer actual loans or property, kind of like the idea behind colored coins (is that correct dev?)?

Seems pawncoin and epawncoinbe should be traded at a 1:2 rate and not 2:1. because Pawncoin has 20Million and ePawncoin 40Million.

It seems you don't know what you are talking about. This is not an IPO it's Proof-of-Burn.
