Simply means that if you are using VPN to change your IP address in order for you to access the site, that is called cheating because you are trying to bypass the restriction so that you'll be able to gamble using the site. So there's a possibility that your account will be ban.

I think gambling bans in most countries of the world have nothing to do with the concern of the government of these countries that people will suffer from gambling addiction.
