Yeah, peeps are going to be fussy about this all the time because they are not really thinking straight when they want to do it. I have seen this through the moderation experience on one of the micro-tasking websites where users would use VPN so that they can get qualified for the high-paying surveys or tasks and whenever we identify their original country by various methods we usually end up blocking them on the website. As long as I know and as my own experience, VPN is allowed to bypass ISP block only or to bypass the block by 3rd party providers but I dont think it is allowed to bypass countries restriction as per terms. In the past I used to use VPN anytime I played in duelbits in order to be able to play some providers such as relax gaming and no limit city. Those who are coming from the restricted countries should not try to bypass the restriction by using VPN unless they are ready for any possible effects.
