I think some gamblers are running out of money but want to continue gambling so they try to use fake money. The only way I can imagine, it's some kind of virtual gambling, like gambling in video games, Gwent or HS for example. Reward ofc fake, there no use for them in real world, but if you're get into the game, acting like main character, you can gamble the same as in real life.

I mean I remember time when i played Fallout New Vegas game, and it has a lot of gambling. That will never happen. If a person decided to stop gambling because he realized that he already has a gambling addiction and it is progressing he will stay away from gambling and not play even with fake money because such a game is not able to resist addiction and most likely even aggravates the already deplorable situation.

I know a guy who lost a lot of money because of his gambling addiction and now he completely ignores it without even playing cards with his friends.
