If USA will be hosting the 2026 World Cup their is need for them to grant citizens from other countries visa. It won't make any sense for USA to host world cup and they still restrict people from getting visa  to the country.  I believe when that comes USA will know how to handle everything.

A world cup is like a festival period to any country that is hosting it. Even though the country is highest country that enate law they most have adjustment of the law during world cup, because so many countries who are lawless will come to the country and break the law, so no country that will hold a world cup and still be strict over another country in world cup, so either  US host or not their law will not be effective until the world cup is over.

You have to update your self more on the next FIFA world cup. The world cup is going to be co hosted by three countries and those are Canada Mexico and USA. You can check online and read about it more. This is the first time for three countries to co host the FIFA world cup but it is not the first time to try the co host strategy for the world cup. In 2002, it was co hosted by south Korea and Japan, the opening match was in South Korea and the final was played in Japan.

That is not the case with the three North American countries, because they are not in a good economical situation. I think having more teams in World Cup sounds like good idea. But in my opinion it will drastically decrease quality of matches played in group stage. I heard that FIFA is still not sure with amount of teams to be part of groups. More teams mean lot more unnecessary matches. Imagine you are France, after 3 wins you would use your bench in last match (if groups will be 5 teams). We can't avoid this even in 4-team groups. FIFA should find a way to avoid match fixing. Gambling odds can become crazy at last matches.

It is a nice idea to organize the World Cup in different countries. But in terms of transport, it is not optimal for the players. You will always have to travel up and down, which is not great for your preparation. And the distances between these countries can also be considerable.
