If there's no law prohibit those casino to operate on those restricted countries for sure they continue to spread their business to that countries since as you said they need to acquire a lot of costumer since this is good to their business, But unfortunately that's not how it work as far as I know since maybe they might get in trouble if they insist and ignore the law of the country since they might get heavy problems with this.
