There is some controversy regarding the last 200 BTC coming in the last moments on DGEX and this will have to be cleared in the following days whether all of it is accepted or not.

In order to clear this you would need to do forensic accounting analysis of DGEX holdings...  how likely is that to happen???    NOT

It's a good idea to decrease 10% limit. It was too easy to make double payment (through dgex and blockchain) and by that to receive ~20% of coins. And if sockpuppets were used, it is possible that one person have even more than 20% of IPO.

Yeah:

The donation period has closed with more than 700 BTC donated. There is some controversy regarding the last 200 BTC coming in the last moments on DGEX and this will have to be cleared in the following days whether all of it is accepted or not.

And last 200BTC were suspicious so they were deducted:

We can already see no other cases approaching near the 10% are apparent, closer inspection will confirm this but probably there'll be no need to lower the % for other than the final 200 BTC donator who is suspected of trying to use several accounts (and if that is the case he will not be granted more than the second highest donator of some 30 BTC).
