Or may anyone post some mail from swc administation answering this specific question?
Is there a rest period that the trasnferred account must respect as it was in swc if I remember correctly?
Any information is welcome and then I'd consider purchasing a high krill account.

But if the completely anonymous seller doesn't give you the current password, you will not get in to change it. This is basically why you should use a neutral, third-party escrow who can receive control of the account and the funds before releasing each one to the other party.

Well, I still haven't tried this new swc (because they still don't have a client that works on a proper computer, alas...) but in the old one, there was plenty of low-stakes action where even if someone was trying to collude to cheat you, you were basically playing for pennies. So, I could enjoy it even if I was being taken advantage of (and to be honest, I didn't notice cheating at that stakes level, but I guess that's not surprising).
