Depends on the country you are from, but from my perspective this would be almost impossibe. On the other hand if you have very good paid job and some funds to invest and you don't need to spend much then it's possible.
Depending on you're country this is far from impossible. Here in the US you'd be living on the street if you could only get 10K a year. It really varies from country to country. It depends on your skills.

Yes' if that's the only language you're learning and using. She knows French German and Italian on a communicative level and of course Slovenian. Along with English it makes her able to speak in 5 languages, that's far more than a typical educated person. I for instance know only 3, so I would never do a mistake of calling her stupid, just because she's not fluent in English. It seems to me that you are not right. To live in a country for a long time and not know the language of this country I believe that this is not only a manifestation of foolishness and disrespect to the country. I have a friend. He also lived for 18 years in America and never learned English. He is not a stupid man, but just doesn't want to learn the language.
