I have contacted my friend if he would want to do this task, he can both read and speak Chinese. I will put up 30 BTC collateral for him. So you don't need to trust a new member. I will give a yay or nay within 24h if it is happening. This is how new users should start doing busines in a trust based economy.

sir , i want to do this and promise i will try my best whether i am the best candidate or not .
Sorry HuaTian, this is not for students to manage, I'm not going to manage it because I'm your teacher, and the students would only have to interact with me, which would defeat the purpose of this entire exercise. It will be for students to do the actual translation though.

Bitcoin central is not the easiest system in the world to set up.

It might be a good idea to have two explanations of what bitcoin is on the homepage(links to the explanations).
One technical, which talks about mining etc. Two, non-technical which talks about the advantages of using bitcoin, or what bitcoin can be used for etc.
I have found when presenting a new idea it's good to completely leave out the technical side of things, you don't even need to briefly explain why it's secure, just make the assumption that it is all those things in your non-technical explanation, leave the explaining to the technical side.
When I was giving a business presentation about starting an opensource outsourcing company, the first time I gave it I went into a lot of detail.
OpenOffice.org replaces MS Office, Linux replaces Windows etc. Then most of the questions were on where OpenOffice even worked or problems with using Linux etc. People were worrying about the details.
The second time I made the presentation I made the assumtion that these things just worked, didn't mention a single piece of software we would use. Only covered the business benefits and totally avoided any technical details. The result was that we won the round (beat 6 other groups), with the listeners focusing on whether the business side was viable.
We could do the same for bitcoin I think.

From earlier bounties I have 30btc which is to fund the Chinese translation of the bitcoin wiki zh-cn.bitcoin.it
We now have a situation where there are many Chinese students on the forum that are desperate for bitcoin, and 30btc is like the Mysterious Cities of gold to them at this point.
Of course, these Chinese users are my own students, and you may wonder why don't I just pay them to do it myself. I cannot do this due to the nature of the exercise which I have given them.
So as a result I am looking for a "fund manager", essentially someone who will oversee the distribution of the remaining 30btc by getting these students to do the translations.
The general idea being that you pay 2btc for each newly well translated article(of sufficient size, and good enough appearance), and 0.5btc for every decent improvement of an already existing article (improvement in style).
I will pay you 15btc to manage this fund and spend it responsibly(not a lot, but this isn't exactly hard work). Anyone interested please post below.

Willing to serve for you !!
You have not given any examples, or even a good description, you have not given a price. If you want to sell files (groups of songs in a .zip file for example) you can use this service to do it. http://bitcoinservice.co.uk/ I don't want to see anymore "email me for more details" posts.

Aaargh! .. I can't transfer funds with my "Online Banking" without ordering some stupid usb card reader!
I hate online banking so much, it is so much work to do such a simple thing. This is one of the reasons I love bitcoin, in comparison it's so simple, so easy. And with sites like mybitcoin.com it's really so much more easy than any kind of online banking. Whether it's more secure or not, that really depends in the individual user.

Poor spelling and grammar. You have not given a price, or any examples or any way to buy. If you want to sell files (groups of images in a .zip file for example) you can use this service to do it. http://bitcoinservice.co.uk/ If you want to sell information or pictures about your hometown then I suggest you make an eBook, and pay to have someone edit/translate it for you.

You're basically describing a wireless mesh network, where we build our own subnet. Yes it's a good idea but it takes more resources than just programming, there is hardware and electricity cost.
I think one of the problems with these networks(outernet you say) is that it's kind of like an island, people can pretty much do anything they want on it but can't get off. Although you could have out-proxies, but in a country like China they had better not be allowing exit traffic in-country or you would be found out real quick.
But yeah, a secret outernet than can be accessed from various entry nodes would add a higher level of redundancy for certain services.

Bear in mind the US Govt invented both the internet (more anonymous/decentralized than AOL/Compuserve), and Tor. Governments are big and are full of people with differing priorities.
If most BitCoin usage is legal I think it'll be OK in the long run. This is why I wish we'd kick the people selling serial keys and the Silk Road guys out of the forum. Of course they can still do what they're doing, but there's no need to advertise them in the main forum.
Bear in mind that the government only does things for it's own benefit. The internet was created AFAIK to allow a more efficient, less centralised, and robust command and control system that could withstand a nuclear attack. Tor was created specifically so that U.S. spies could safely communicate, and send messages while being in hostile territory without being compromised.

I have been placing some thought and effort into this topic also. The BtcFn (Bitcoin on Freenet) project was my first effort to allow Bitcoin to be run on a darknet. https://www.bitcoin.org/smf/index.php?topic=2312.0Freenet is designed to be a scalable darknet. Overall social networking is how anything is ever done. However face to face communication is the most effective, as it is best to trust your real life friends. The problem with Freenet is that it's not really a darknet, but an anonymous datastore. And freenet suffers from the same bootstrapping problems as Tor or I2P, it just handles it differently. Instead of having a centralised server with a list of active nodes to contact (as in Tor and I2P, which as a result make the whole process relatively user friendly) Freenet actually requires the user to go out and find the ip addresses of an active node themselves. How do they do this? By finding some Freenet users on a forum somewhere and asking them. It's certainly censorship resistant, as I've managed to get it while being here in China and to connect. And there is stuff on there that would get most people in most countries arrested for viewing (think child porn). But despite these nasty things being on the freenet network it's not really been targeted, or maybe it has but it's just so good at what it does that I've never noticed. I want to make it so difficult for authorities to separate darknet traffic from legitimate traffic that they would have render their networks almost useless to block it. To date most of the systems have been aimed at allowing Chinese or Iranians to connect to the west, but simply robbing them of the ability to monitor their citizens everyday communications would have a much greater effect. Without the state being able to put out the flames of indignation (with censorship) that spring up online quite frequently we might see a lot more anti-government activity. I mean during the riots in XingJiang the state turned off all communications for the whole area for months, phones, mobiles, internet, everything. Just to quell unrest. Imagine it having to do this all over the country on a regular basis. The government as it stands would last for long, and much change for the better would be forced. Either that or another violent confrontation with civilians.
