1.   It doesn't matter where he is located. If US citizens have been defrauded they can make a case if they decide to pursue it.
2. The US and Australia have reciprocity agreements.
3. Nothing will happen if no one files a complaint.

It should say Bitcoin.

With bitcoin reaching  new highs that statement doesn't hold a lot of weight. I don't think the market value of bitcoin takes into account anyone's opinion of bitcointalk.org.

he may be blog spam but bitstamp has been returning HTTP/1.1 503 Service Unavailable.  Seems to be back up but very slow.

Coinbase.com also returned a few HTTP/1.1 503 Service Unavailable today.

I would guess some minor Ddosing going on to drive the price down.

    Are the QR codes printed on the outside of the coin hologram? (As opposed to being under the tamper-proof hologram).

    I have not registered my coins yet but from what I understand the QR code is required to transfer registration?  So it would be best to keep this secret?

The QR code is the titian coin internal identifier so (evidently) only they know what coin (and priv/pub key) that qrcode and code underneath links to.
