In my opinion, the idea of ETH will surpass BTC is a bit difficult since BTC is the pioneer of this world. But regarding their chance of profit, I prefer ETH because of its smaller marketcap.

For Bitcoin and Ethereum, right now is a very good time to buy. Total market cap reduced considerably, and I believe that all of the coins have good profit potential at the moment. However, BTC or ETH would be more consistent in this term.

That was a mistake, for sure but a good experince for you if you did not lose much of your total money. I had many mistakes on my choices, too. But since I targeted to hold these coins for a very long time, I do not upset me.

Frankly, these are two of my favourite coins so I cannot favor one of them against the other. But even if I trust NEO's projects, I don not think NEO can take ETH's place in the market.

Holding BTC has less risk in it. You can of course increase you BTC value with good investments in altcoins but you can lose, too. The best solution for me is dividing the investment into BTC and altcoins.

As a newbee, I recommend you to divide your capital into 2 , for BTC and ETH. Observing them and other altcoins, you mat get some experience, then you can invest in altcoins depending on the risk management of yourself.

Right now, two of them are great investments. If BTC goes up very fast, BTC and ETH will walk side by side where the values of the other altcoins decrease.
So, dividing the capital into two coins may be logical if you expect for a rapid increase of BTC.

2500$ sounds a bit optimistic for me, for real. I also think that ETH may reach its ATH by the end of the year, so it will exceed $1000. In the long term,

If you live in a third world country, it is always safer because of the banks to fail. In any other country, if you go somewhere else, you can take the money.
Other than that, keeping the crypto money in confidential wallets is important as well.
