So, a minimum of 14 posts in 14 days brings 14 activity points, while 14+ (22 for example) you will still get "only" +14 activity. This is where the difference arises in favour of the post count because many people write more than 14 posts bi-weekly.
There doesn't need to be one post per day, but the number of posts is counted within the 2 weekly calculations of activity.
