LOL I ask a couple basic questions to see if you're having the same issue I did with a xtreme 5830... But you're clearly smart enough to figure it out on your own...

Dude, you wrote a storybook to answer a couple simple questions.
1. make sure your PC is set to High Performance in Windows. Instead of Balanced in power options.
2. backup your cgminer.conf..
3. delete entire cgminer directory
4. upgrade to newest cgminer 2.9.1 I believe is the latest. replacing the cgminer.conf in the directory prior to starting.
5. make sure no other programs are starting with windows that may affect your clock speeds.... (Trixx or whaetver else)
6. If all else fails.... Set up a bootable usb drive with ATIflash and find the original bios for your card.
I had a 5830 that was stuck @ 300mhz core.... just locked it self for some reason. I did end up flashing it with the original bios and it seemed to fix it. BUT that card did croak after some time.. It became unstable and would crash windows every time I tried to use it as a boot up card..
