This got to be a joke... Mercatox is absolutely one of the most hideous trading platforms I have ever used in the crypto space. It has improved a little, but still riddled with bugs, slow–downs, wallets maintenance, etc. Back in late 2017, traders on that exchange couldn't withdraw, trade, or even login for two months. There were many scams, vanished balances, withdrawals and deposits glitches (the chart wasn't even loading...) on Mercatox that pushed many 'loyal' traders away (including me). Of course, most of that got fixed by now, however, I wouldn't trust trading on such exchange again. Besides, most of the traded coins/tokens are crap.

I do not think that this is related to the exchanges. Actually price is not affected by exchanges generally rather price is determined by the demand of the projects in the market. So if the demand of the ICO is low then the price will be low also.
However, exchanges do play a role in crypto–currencies prices/values. A rumor of a low–cap, low–volume coin/token getting listed on a rather large exchange could send its price flying. A piece of an article about *insert known exchange name* getting hacked and losing millions in the process could plummet certain coins' prices. A large exchange with huge investments could make even the most worthless Altcoins worth some value, and could be the end of others as well. On-topic, I do think the same. So far, I haven't seen any decentralised exchange solve its own problems or any of centralised ones. They are complex (to new, average users), slow (expect 'We are being DDoS–ed' announcement/tweet all the time), unresponsive, still hack–able (due to 'hot wallets'), involve doing a lot of actions, have hard–to–digest User Interface, and mismatched trade orders is a common issue, and many others. All that drive people, who aren't concerned about privacy, security, etc. (i.e., majority of people), away to simple exchanges/ICO platforms where you can trade and invest with a single click (read: Coin Factory, Cryptonomos, Coinbase, Binance, Bittrex, etc.).

What do you expect them to say? "BTC withdrawal is having issues right now. We will try to fix it as soon as possible." You should expect that statement every week, I guess. Check their telegram—since January 7th, they have BTC withdrawal issues because their exchange engine cannot process the many transactions made by users who want to get their money out. Seems like my withdraw still processing couple days (10.01.2018 15:37:10 Processing TX info ) Anyone can confirm what got assets from this exchange ?
BTC withdrawal hasn't been working for 4 days now, same as LTC, DOGE, and XRB. ETH and all ERC20 tokens' wallets are working normally.

And how many scam accusations got resolved even when backed up with evidence? None. No one steals money, then gives it back. I just learned that the hard way.

For your information, BIP148 (UASF) activation will not split the chain on August 1st, it will likely split it in November. The problem is, those damned Chinese want a hard fork so bad, so they are supporting SegWit2X till the end, and even if it didn't split the chain, they are going to hard fork it anyway. Even when a middle solution appeared (BIP91), it got a huge resistance in China.

How can we know if the SegWit is slowly being implemented or planned upon as based on what you've claimed OP? The current recovery does not justify anything at all. I believe that it is just a result of an opportunity given to some people to buy more Bitcoin at s lower price, hence the price went up and recovered a bit.
You might be right that this is just a bear trap. We are on a bear market so this is possible. Anything can happen upon the activation of Segwit. The end result will decide whether the price will soar up or dramatically crash.
The market gained confidence because miners have finally woken up and done the right thing they were supposed to by supporting/signaling for BIP91 (avoiding the chances of a chain-split, and eliminating the FUD). BIP91 reduces the chances of chain-split dramatically, achieving the consensus of implementing SegWit with only 80% of mining hash. currently, 75% are signaling BIP91, and 15 blocks are mined signaling it. It needs only 269 blocks mined in the upcoming 336 blocks, before activating.
