Do a upgradedb as well. It is the same chain since block 28800 wasnt inserted into the chaindb. An upgrade db will solve the 28801 invalid merkle root.

We decided to go for a static 3 SHIFT / block reward as a temporary solution until we know exactly what caused this behaviour.

Once we the testnet has been running successfully for a while we will address the situation.
