Looks like an entire country has been pushing the Ripple agenda this whole time and SBI has a massive unknown ecosystem of FinTech companies that have been implementing a global Ripple infrastructure.... As I've been saying all along! Bank of Japan just talked about the Internet of Value and completely describes Ripple without saying the word.
I repeat - the BOJ did not say the word "Ripple!" For those who require a literal "We love XRP" from the BOJ, this is speculation.
(I also think it's no coincidence that the Bank of Japan talks about airlines and their hub and spoke model in the speech the same day that SBI partnered with an airline for cross-border payment cards (for whatever reason. I put this in parenthesis because I have no facts supporting the unusual coincidence.)
