The French player (who played at Leicester City) N'Golo Kanté, will come, maybe, at Chelsea. Certainly a boost for Chelsea who finished only tenth in the Premier League the last season.

That's a good signing for Chelsea that is, they needed a proper presence in midfield. He is a really good player & will definitely improve them.

35m for kante is absolutely a huge amount. So far kante has only proven himself in only one season so there is no telling how will he perform in the next season. I disagree.  Even if you're saying Kante is overrated, I'd say he's not overrated by that much.  At that price, it's a good deal signing a player of his calibre.  Now compare him with Pogba rated at 100M.  At that price, he's way overrated even though that also prices in the potential.  With Kante at 35M, I don't think the potential was priced in yet.  He could be worth more than 35M after a season or two at Chelsea.
