If they're just waiting on volume to be significant, ICN volume is already the largest on Kraken after BTC & ETH.

LTC, REP, ZEC, DAO all have less volume than ICN, yet they all have USD & EUR pairs... what gives?

we don't know. I asked the same question few weeks ago. Maybe they have an agreement with Iconomi not to pair ICN with fiat? If such agreement is even possible.
Cashila will be the fiat to crypto gateway used as entry point, so maybe there is something there.
I can't think of any other reason. Kraken obviously have incentive to add the fiat/icn pair

I have supported the ICONOMI for a while so it doesn't cost me anything to continue supporting it now too.

Nowadays I see that the iconomi price has been increased in the kraken exchange so it is the only one where we can trade.
