Hardfork is necessary step to fight against and prevent potential Replay Attacks in the network.
Those sort of terrible attacks might put the network under high chaotic situation, massive congestions later.

Why the blockchain stucked at block 347 499, mirny link?
I guess it's due to sudden drops of total miners and high difficutly.
Consequently, there are not enough calculating power from miners' hashrates to find block. Am I right?

so the issues im having with guarda wallet are most likely linked to the overwinter update. I have been mining on flypool, flypool shows tx Id  it shows up on block explorer but not in my wallet.

i tend to agree. lets not speculate that this is a governmental coin just jet. or is it?
