Which just isn't gonna happen. Even then we still rely on centralized ISPs. And things can only get so decentralized before the state goes full soviet.

I think it's just lack of testing, right now all hospitals in the most affected areas are triaging hard outside the hospital entrances, you really have to be sick to be admitted at all, regardless of illness. And only those admitted to hospital are tested right now. A sharp rise in infected people needing hospital care is expected in the coming days.
