I have a few questions.

1) Does every node with good connectivity have all mempool transactions in its memory?
2) How can I query the mempool myself?

In my opinion no. 10k per coin in December is a possibility though, I guess it depends what happens with BCH. If money starts piling out of there & into bitcoin it could definitely happen before New Year.

icos will be regulated to the best of their ability, more likely it'll be like america and ico operators will shun identifiable europeans.

china hasn't and can't regulate any cryptocurrency. they can regulate exchanges and other ways to interact with them. that's what they're doing everywhere in the world already pretty much.
