 I realize you're just quoting something you read but the proper phrase is "vote of confidence" rather than "bode of confidence".  I'm pretty sure that was the intended phrase since the word "good", which is an adjective, precedes "bode" and adjectives do not modify verbs.  The verb "bode" means "to foretell".  You could say that something "bodes confidence" maybe even "bodes of confidence" but "good bode of confidence" is not a thing.  I can't believe people pay for access to this type of "financial service".  A free, online, grammar check before publishing would have shown the error.  If they aren't accurate with their words,  it makes me wonder if they're accurate with their analysis.

I'm not convinced gold will work since no young people give a shit about it.
Also outcome 1 seems unlikely in a super polarised world with tensions only getting higher due to crooks in power and making citizens of certain countries feel like they are worthless.

Leaders who try to keep the peace in their countries via religious rule / communism / energy rationing / holding a gun to peoples' heads have all failed in the past. A little country club called the IMF won't succeed either. With regards to central banks, recently, the FED has lost a lot of respect around the world due to the quick interest rate hiking leading many to probably think they regret buying into the dollar in the first place or thinking it's a bad idea to have to deal in dollars when it comes to oil. I doubt relying on even more FED made rules elsewhere in the world is going to go down well.

Outcome 3 is the only possibility in the long run.
