In principle they can't, but maybe DPR made a deal that included forfeiture of the coins.

I am going on a limb here and saying our run up to 450 was just like the run up to 1000 and we now have to deflate again. Yay

It took 2-3 hours to reach the bottom in the SR1 bust crash when he got arrested and we are at about 2 hours.
