No it means that the 250 coins for future development will not be held on an exchange or traded by PB.  You will be able to move any PBT you buy to exchanges where it will be listed to sell , buy or trade.

After reading this 4 question and Answer article it gives me alot of enlightenment. By just reading it i know that the management behind this campaign is truly approachable to the point they can manage to gives us a clear answer from our doubts. I know also that this coming ICO of the primalbase will be successful and it will be end faster than any other ICOs out there.

We can't comment on what exchanges will have PBT on them until they announce publically that they are being listed.

This project is good with or without Vitalik Buterin. He just doesn't want his name to be used like that in every ICO. You can see from his tweets. No hard feelings, he's still helping Primalbase to grow. I think this project will have a very good ICO process and they will sell all coins in first day.

I think Vitalik decided not to participate from future ICO's as Ethereum based projects want some attention too. A friend told me that Vitalik twitted that he will focus on Ethereum.  I think this wont affect primalbase's project as the teams doing hard work for this.
