But we will have a point in our terms and conditions that anybody uploading a WiFi confirms that he is the owner of the WiFi or has express permission from the owner to upload it.

You will know if someone has used your WiFi because you will see the payment for it. If there is any issue then, you just need to show that and the terms and you are safe after that. We cannot take any action against other users except probably ban them.
