I think providers can't change RTP whenever they want at will without us knowing about it. What they can do is to provide additional prizes for hitting this or that multiplier, or for wagering more than others on a particular slot, or several slots. Technically that makes the RTP higher, and it can be a positive EV game even, but that achieved not through some higher multipliers popping up more often than usually.

1. RTP issue, he think/feels RTP is lower than is expected and make him lose. This is just most common sense, without any proof he/she just speculate the argument.
