Official statement would be nice to explain but i don't think there is any reason to be panic with this down time, i am quite sure it will be back after this schedule maintenance and i think it is very important to run maintenance time to time to make roll the dice smoother.

yeah, but i see a lot more problem from the time they switched their system and if i am not mistaken they changed their hosting too.
these maintenance mostly suck for those like me who rarely are using PD, because you come back after a while to play and encounter maintenance!

I also can confirm this it is still down on my side too and now this time it taking more long time to come back online there, i am waiting to get start there for new promotion and i can't wait for this so long like this way to check it again and again there.
