In the mean time, if you essentially need to run votecoind without safe mode, use -disablesafemode parameter. But please understand this is a temporary fix and you absolutely need to download newest version of VoteCoin when it is released (hopefully tomorrow)

We are aware of the problem. We intended to activate Overwinter in similar fashion as zcash but we didn't release the newer VoteCoin 1.1.0 wallet yet. It will be hopefully in 24 hours.

NEW RELEASE - VoteCoin v1.1.1 and VoteCoin GUI Wallet v1.1.1-125

This release brings first network upgrade for VoteCoin. Its purpose is strengthening the protocol for future network upgrades. It includes versioning, replay protection for network upgrades, performance improvements for transparent transactions, a new feature of transaction expiry, and more.

Votecoind v1.1.1 (and future releases) running protocol version 170005 will activate Overwinter at which point only v3 transactions are processed. Older versions of votecoind <= 1.0.15, running protocol versions <= 170004, will partition themselves away from the main network into a legacy chain.

Keep your VoteCoin software updated, and you'll be on the newly-upgraded main chain along with everyone else.

We watch closely the latest developments in elliptic-curve cryptography and we are eager to implement new proving scheme algorighms to VoteCoin, for example the elliptic curve called Jubjub (to be included in ZCash too) which is efficient to perform operations on inside of zk-SNARK circuits. Rough estimate indicates 80% reduction of proving time, and a 98% reduction in memory usage, which is simply awesome.
