Is it possible that 98% of sxs stems could end up as dividend tokens?

Whoever mines the block which ends up containing your transaction will get its fee.

Is there a possibility it will take longer than the remaining time for the ICO? If so, what happens then?

Ethscan didn't show my transaction for hours, if you keep checking it'll pop up randomly as pending
I see Ethereum Blockchain is facing some problems with the network, people are facing are many problems with the network and the transaction are missing. We have to wait it will boost up the network. Ethereum network have problem because cats game , it really take long time transfer eth .

It's possible yes, though extremely unlikely. Is there a possibility it will take longer than the remaining time for the ICO? If so, what happens then?
Extremely unlikely, I would be surprised if it took that long.

Given the congestion on the Ethereum network at present, what's the recommended Gas limit and Gwei price that we should use to participate in the ICO?

Reading this thread, there are some valid questions that raised. To be honest: loads of them properly answered. Also the videos, interview and webinars answered most of them. I’m not that pessimistic as some on this thread!

I couldn't really deploy something in the blockchain either to freeze certain accounts as that will most likely cause hacks and everyone's accounts will be froze lol

Lol doesn't it just. Surely though that address can get blocked from moving funds around on the blockchain. Almost black flag it so to speak

All security will be fully in place and the pool isn't one big pot of ETH neither it's split up into multiple wallets, gold, fiat etc...

Since there is no set ratio of d to u, you could theoretically end up with 100% d or 100% u though that is highly unlikey.
In theory is possible but in practice it is not, I know most people will opt for Spectre-U token so I have decided that most of my holdings will be D-tokens because low number of tokens means the price will mostly be up especially when Dividends payment is around the corner

Gas is still recommended at 200,000, but Gwei has changed to at least 50, I believe.
