Looking at the market now there are a lot of scams out there that does not mean that  There are no legit project out there I just had to be a tad bit careful when you are investing in an ico and don't end up picking one with a useless project and a useless coin

Depends I suppose. It depends what type of project are you going to pursue and invest but if you want my honest opinion stay away from ICO's and invest after the ICO is done maybe you have a chance to buy lower as most the of ICO's goes down after they finish the ICO.
