Who will tell me, I want to run the masternode for Windows 7 64 bit, downloaded the wallet, it's been 12 hours already. No connection! ... I'm sitting through 4g modem, IP is dynamic.

No connection for syncing or for connecting to Masternode? Remember to add the nodes from the first page on this thread in your magnet.conf file.
Static IP is preferable to avoid maintenance of configuration files but would not affect your connection status per se.

Hi everyone! Tell me please when the first payment comes after the start of the masternode?

Check if the masternode is in enabled state from http://magnetwork.io/checkmn/ or use masternode.online monitoring tool. If it is enabled then do not worry, you will get the masternode payment. I got the payment within couple of hours but it is normal if it takes more time.

Help!  My mag masternode was working great all week, but the past two days it only got .59 of a MAG.   So I want to take out my coins and redo the node, but I keep getting the message "Code 4 failed to create transaction".  Does anyone have any advice for me??

You will have to set up another one, or set a secondary IP. One daemon per 17177 port.

after reading the whitepaper it talks about a "Budget Vote". Can have a extended explanation about it? Actually, the reserved budget what is for? How will be expended? Who decides it?
